The Insurance Referral Partner program gives a licensed P&C agency a captive market for commercial auto on fleets of five or more power units, and the tools to place a risk there without the back-and-forth that usually goes with a captive submission. Prometheus is a fleet compliance and technology company. We are not a carrier, an MGA, or an agency, and we never contact your client.

From DOT number to bound policy.

    Type the USDOT number. The portal pulls the public record and scores it before anything is registered. A carrier that fails a hard stop ends here with the reason and what would change it.

The score

Every rule, every value, every reason.

The Insurance Confidence Score measures a carrier against the captive's underwriting guidelines: authority and years in business, CSA BASICs, inspections and out-of-service rates, crashes, filings and lapses, loss history, and the driver roster. It is not a black box. Open it and you see each rule, the value it read, the result and the reason, and a plain-language card that tells you what the agency can supply now, what changes with time, and what cannot change.

Four bands

Strong, Likely, Review, Unlikely. A hard stop (fewer than five units, a BASIC at the 90th percentile, a revocation, a Conditional rating) reads as Not eligible with the reason, never as a number.

Capped until the roster is in

Public data says nothing about drivers or losses. Until the roster and loss runs are confirmed, the band is capped at Review and the card says so. Fill them and the cap lifts.

Versioned guidelines

The score names the guidelines version that produced it. When the captive tunes a threshold, stored scores are re-scored and the label changes with them.

Staying in the captive.

Getting the rate is a 90-day project; keeping it is a three-year one. The same public record that qualified the carrier is re-read at every renewal. A BASIC that drifts toward a threshold, a cancelled filing, an expired credential, a driver who kept running on a lapsed medical card: any of these can take a carrier out of the captive and out of your book at the same time. The program is built so that does not happen unnoticed.

01 WATCH

XCompliance: the record, watched every day

Included with every policy placed in the captive. XCompliance monitors the carrier's SAFER and CSA record across all seven BASICs, inspections and out-of-service events, safety rating, insurance filings and authority status, and tracks the deadlines behind them: MCS-150 biennial update, UCR, driver medical cards, CDL and annual inspection dates. Filings are drafted for the carrier; nothing files without the carrier's approval. Your agency sees the same alerts, so you know before the renewal does.

02 HANDLE

HCM Integrity: people who do the work

Software alone hands a busy owner another list of things he is failing at. Managed XCompliance pairs the platform with HCM Integrity Services, an FMCSA and DOT compliance consultancy: driver qualification files, MCS-150 and authority updates, DOT audit preparation and assistance, CSA score management. The scope of the included service and the options above it are set out in the onboarding packet.

03 PROVE

Telematics and cameras: evidence, not a gadget

Prometheus is a certified Geotab platform partner. ELD, GPS, dash and driver-facing cameras from the same portal give the carrier hours-of-service, speeding, harsh-event and video records that stand behind the renewal file and answer a claim with footage instead of a statement. Hardware, software and installation in the U.S. are financed over a 36-month term, and you earn the telematics commission on the same client.

04 RENEW

The portal: renewal without starting over

A renewal is linked to the bound policy in the portal. The carrier is re-scored against the current guidelines with the year's record, the roster and equipment schedule are already on file and only need confirming, and the underwriter receives the same package as at inception with the new score and narrative. Renewal terms carry no enrollment fee on the compliance line.

Standard Agents under your account never see the program premium; they register carriers, complete submissions and present the finished quote. The compliance line is a fixed program rate: not marked up, discounted or split.

Eligibility

For the agency, and for the carrier.

The preview tells you where a carrier stands in thirty seconds. These are the lines it draws.

Your agency

  • Licensed property and casualty agency writing commercial auto, with a trucking book or a plan to build one.
  • An Agency Admin who accepts the Terms of Access and manages your producers' logins.
  • Errors and omissions coverage in force.
  • Willing to send us complete files: roster, equipment list, loss runs. The portal does the reading; you do the confirming.

The carrier

  • Five or more power units, twelve or more months under authority (three or more preferred).
  • No revocation in the last five years, no Conditional or Unsatisfactory rating, no BASIC at or above the 90th percentile.
  • No hotshot, household goods, auto hauling or hazmat operations.
  • Everything else moves the score, not the door: out-of-service rates, crash rate, loss history, driver experience and violations.

Whose client is it?

Yours. Your agency is the producer of record, the carrier is your client, and the book is your book. Prometheus never contacts your client, and the agreement has no non-compete tail on your book.

Is Prometheus an insurance company or an agency?

Neither. Prometheus is a fleet compliance and technology company. We provide the portal, the scoring, the document extraction, the underwriting file and the compliance program. The captive and its program administrator underwrite, quote and bind.

What does the carrier have to buy?

Every policy placed in the captive includes Managed XCompliance for the term: the XCompliance monitoring platform plus HCM Integrity's managed compliance service. It is added as a line on the client's total, like your management fee, and financed with the premium if you offer financing. Amounts are fixed per term and disclosed at onboarding. Telematics and cameras are optional and quoted separately.

Can we quote carriers that are not eligible for the captive?

The portal tells you why a carrier is not eligible and what would change it. For a carrier that is out on fleet size or operation type, you place it in your standard markets as you do today; you can still quote Prometheus telematics and compliance to it from the same portal.

Who sees the premium?

Your Agency Admin. Standard Agents and the client see the finished price, with your fees itemized, on a quote PDF in your agency's name and license.

How is the underwriting file sent?

During the pilot, Prometheus staff send each file to the program administrator and enter the returned premium as your quote in the portal. The direct connection to the administrator's system is being built now; the file you produce does not change.

What happens to the documents we upload?

Originals are stored unaltered and hashed. Driver license numbers are kept as the last four digits and dates of birth as ages in everything the portal generates; full values go to the underwriter only on request. Every access is logged.

What does it cost to join?

Nothing. There is no platform fee, no per-user fee, no minimum volume and no quota. Your agency sets and keeps its own management fee on every policy it places and earns a commission on every telematics order it sells.
